Special meeting of CESEE parliamentary budget officials and independent fiscal institutions

In the context of our EU-twinning project “Strengthening Parliamentary Oversight in Public Finances” a special meeting with CESEE countries took place in Tbilisi on 6 and 7 September 2023.

Shalva Papuashvili, chairman of the Parliament of Georgia, opened the meeting and welcomed all participants. This was followed by an opening speech of Pawel Herczynski, the ambassador of the European Union to Georgia.

Special thanks goes to the Dutch ambassador to Georgia, Meline Arakalian, who hosted a welcome reception at her residence.

This event was organized together with the OECD and co-hosted by the Parliament of Georgia. Aim was to bring officials from parliamentary budget offices (PBO) and independent fiscal institutions (IFI) from CESEE countries together and share knowledge.

We look back at a successful meeting, with many topics discussed, among which:

  • Setting high standards for IFIs in the CESEE region
  • Ensuring strong relations between parliament stakeholders  and independent fiscal institutions
  • Best practices in parliamentary budget oversight
  • EU Economic Governance Review and the evolving role of EU  IFIs and parliaments
  • Communicating key messages around long-term fiscal sustainability

EU Twinning Project – Summary

Beneficiaries:
Parliament of Georgia – Parliamentary Budget Office (PBO) and the Budget and Finance Committee.

Implementing Partner:
National Academy for Finance and Economics, in cooperation with the Analysis and Research Department of the House of Representatives of the Netherlands.

Objective:
To strengthen fiscal governance through improved budgetary frameworks, external audit, independent monitoring, and increased public participation and oversight of public finances.

Results:

  • Enhanced performance of the Parliamentary Budget Office through capacity building and increased visibility.
  • Improved communication between the Budget and Finance Committee and key stakeholders.
